Goal [PDF: 57.1 KB / 1 p.] To increase the ability to share cataloguing
information worldwide by promoting standards for the content of bibliographic
and authority records used in library catalogues. Objective for the
3rd meeting To examine cataloguing codes currently used in the Arabic-speaking
Middle East to compare their similarities and differences withe the
1961 Paris Principles; to review and possibly approve the 2003/2005
draft Statement of International Cataloguing Principles, from the European
and the Latin American/Caribbean regional meetings of IME ICC; to see
if our cataloging rules can be more similar; and perhaps to suggest
proposals for an International Cataloguing Code.
This invitation only meeting is the third in a series of regional meetings
of cataloguing experts and rule makers, planned by the IFLA Cataloguing
Section. The first meeting (for Europe) was held in Frankfurt, Germany
in July 2003 and was followed by the second meeting (for Latin America/Caribbean)
held in Buenos Aires, Argentina in 2004. This 3rd meeting in Cario will
be followed by meetings for Asia to be held at the National Library
of Korea, Seoul, Korea August 2006, and the final meeting in 2007 for
Africa in Pretoria, South Africa before the IFLA Conference.

"National library" by a general usage often indicates the library
where the country becomes the installation and a management subject
from the viewpoint of the installation and the management subject.
In this sense, the library that the corporation that the country

more strictly. That is, national library (National libraries) indicates
the library where it provides with the following requirements according
to the definition of "Recommendation 1 concerning international
standardization of library statistics" adopted in General Conference
of UNESCO. * 3. 2 (a) The library that drinks and corresponds to
[teigi] is classified into as follows and subdivision belongs. *
Library that has responsibility of acquisition of all important
publications issued in country concerned by law or other rules irrespective
of (a) national library name, preservations, and carrying out function
as "Delivering books" library. Moreover, this kind of library has

the national catalogue, to store a large amount of typical collection
of the document of the foreign country (Books concerning the home
country are included), to always maintain this, to do the business
as the nationwide document clearing house, to edit the union catalog,
retroactive in the past, and to publish the national catalogue is
possessed. * Do not classify the one that the function doesn't correspond
to the definition of this (a) into "National library" even if it
is a library named "National". Thus, it is defined that the national
library is a library with the function of the material published
in one country to collect and to preserve covering it the publication
is accepted covering it by the system of delivering books. In addition,
the key function of the national library is to make, to publish
a nationwide bibliography that puts bibliography information in
all the publications that circulate in the country by using the
material collected covering it, and to organize and to offer the
bibliography and table information on the whole country networking
doing all domestic libraries. The national library might not limit
the range made the object of the collecting data and the nationwide
bibliography making to one country, include even writing by the
Liberal-Democratic Party family published in many parts of the world
and the writing of the home country language, and the function in
this meaning be "Library of people (nation). " according to the
meaning of a word. As for the national library that UNESCO defines,
each country depends for jurisdiction in the name, the installation
mode, and the administration etc. and it is various. It might be
assumed, the library of national, Hebrew university 2 is "National
library" such as the assumption of an attached library of the assembly
(assembly in the United States and Diet in Japan) such as the United
States and Japan, and "National library" Israel.
一般的な用法による「国立図書館」は、設置・運営主体の観点から、国が設置・運営主体となる図書館を指すことが多い。この意味では、国が直接運営する場合のほか、国が出資する法人、基金等の機関が運営する図書館を指す場合もある。議会図書館、国立公文書館、官公庁や国立大学などの付属図書館といった、国の機関に付属する図書館や、国の施設に付置する図書館なども、国立図書館の範疇に含むことになる。
これに対して、ユネスコが統計に用いる「国立図書館」という分類は、より厳密に定義される。すなわち、国立図書館 (National
libraries) とは、ユネスコ総会で採択された「図書館統計の国際的な標準化に関する勧告[1]」の定義によれば、以下の要件を備える図書館を指す。
* 3. 2 (a) の定義に該当する図書館を次の通りに分類し及び細分類する。 * (a) 国立図書館 呼称のいかんを問わず、法律又は他の規則により、当該国において発行されたすべての重要な出版物を取得し及び保存し並びに「納本」図書館としての機能を果たす責任を有する図書館。また、この種の図書館は、通常、次のいずれかの機能を有する。
* 全国出版物目録を作成し、外国の文献（自国に関する図書を含む。）の大量の代表的コレクションを収蔵し及びこれを常時整備し、全国文献情報センターとしての業務を行ない、総合目録を編集し、並びに、過去に遡及して全国出版物目録を刊行する機能を有する。
* 「国立」と呼称されている図書館であっても、その機能がこの (a) の定義に相当しないものは、「国立図書館」に分類してはならない。
このように、国立図書館は、納本制度によって出版物を網羅的に受け入れ、一国の中で出版された資料の網羅的に収集・保存する機能をもつ図書館であると定義される。さらに国立図書館は、網羅的に収集した資料を利用して、その国で流通する全ての出版物の書誌情報を収めた全国書誌を作成・出版すること、国内の図書館全てをネットワークして全国の書誌・目録情報を編成・提供することなどを主要な機能とする。国立図書館は、資料収集と全国書誌作成の対象とする範囲を一国に限らず、世界各地で出版された自民族による著作、自国言語の著作まで含める場合もあり、この意味での機能は語義通り「国民
(nation) の図書館」である。 ユネスコが定義する国立図書館については、その名称や設置形態、行政上の所管などは、国ごとによって様々である。アメリカ合衆国や日本のように議会（米国の議会、日本の国会）の付属図書館が「国立図書館」とされる場合や、イスラエルのように国立ヘブライ大学[2]の図書館が「国立図書館」とされる場合もある。
